This minimum income is applicable for non-EU and non-EEA citizens. Apart from this, the income amount can increase if the couple has dependent children. If you have one dependent child, then your annual income should be £18,600+£3,800 yearly. A rise of £2,400 for every additional child will be added to your income. However, in some specific cases, the minimum income requirement can be somewhat minimised. But before you apply for this route, you must have clarity about your financial situation.
